How to Notarize Documents for International Signers on BlueNotary

If you have a session scheduled with a signer located outside the United States, there are a few key steps to follow to make sure identity verification goes smoothly and the session proceeds without issues.

The Main Step: Select Biometrics as the Verification Type

When setting up the session, make sure to select Biometrics as the verification type instead of Knowledge-Based Authentication (KBA). KBA relies on US credit history and personal records, so it won't work for international signers. If Biometrics isn't selected, your signer most likely won't be able to complete verification. Biometric verification consists of two parts:

Upload of a government-issued ID from the signer's country of residence
Biometric capture — a selfie / liveness check that confirms the ID belongs to the signer Both parts must pass before the signer can proceed with the session.

Check Which ID Documents Are Accepted

Accepted ID types vary by the signer's country of origin — some countries only accept a passport, while others also accept a national ID or driver's license. What We Accept

We accept two things, and both have to come from your state:

Your official RON Approval Certificate issued by your Secretary of State (SOS) or Department of State (DOS). This can be a photo, screenshot, or pdf works fine.
A screenshot of your RON credentials from your state's official notary lookup site. Please also ensure you have indicated to your SOS/DOS that you will be using BlueNotary as your vendor/technology provider. Also, check out What States Have Approved BlueNotary for their Notaries

What Your Document Needs to Show

Whichever option you use, we need to be able to read:

Your RON, Remote Online Notary, or eNotary designation
Your full legal name, matching the name on your BlueNotary account. If your commission includes a middle name or initial, your account needs it too.
Your commission or notary ID number
Your commission expiration date
Vendor or technology provider information, if your state lists it If any of these are missing or unreadable, we'll have to send it back, which slows your approval down.

What We Can't Accept

Document confirming only traditional notary public credentials
Training course certificates, exam results, or course completion documents (including NNA)
Screenshots from third-party notary directories or search sites

How to Get Approved on BlueNotary as an Individual Notary

Getting started with BlueNotary is a simple process, but there are a few important steps you'll need to complete before you're fully approved. Follow this guide to ensure your application goes smoothly!

Step 1: Create Your Account

First, visit bluenotary.us and sign up as a notary. You’ll be asked to enter basic information, including your name, email, and password. After completing this step, you’ll receive a confirmation email. Sign up page Once you click the confirmation email, you will be routed to a page where you’ll confirm which account type you are signing up for. Please make sure to select "Notary" as your account type.

Step 2: Add your Personal Details

Complete your profile by providing the following:

Full legal name
Commission expiration date
County of commission
Any other required personal information

Step 3: Upload RON Approval Document

Invoice the client on your own/outside of BlueNotary

Notary Pro users have the ability to invoice their clients directly instead of using the BlueNotary billing structure.

On the Invite Signer/Session Creation page, simply click the checkbox under Payment, so that you can send billing invoice separately outside of BlueNotary. We will charge the signer nothing.

BlueNotary will not charge any fees to you by way of pre-authorization of your credit card before the session. Your card will only be charged after the session is completed. You'd end up paying for the session yourself and offering your clients a free session or set your own rates.
